No term, covenant, or condition thereof can be waived except by the written consent of the city manager or his or her designee. The waiver of any breach by the permittee of any term, covenant, or condition of any permit shall not operate as a waiver of any subsequent breach of the same or any other term, covenant, or condition of the permit. Forbearance or indulgence by the city, in any regard whatsoever, shall not constitute a waiver of the term, covenant, or condition to be performed by permittee, and until complete performance by permittee of the term, covenant, or condition; the city shall be entitled to invoke any remedy available to it hereunder or by law, despite such forbearance or indulgence.
