The entire electric facilities, substations and distribution system including the necessary lands, rights-of-way and easements now owned by the city, both within and without the corporate limits, together with all additions, extensions, replacements, betterments or improvements thereto, hereafter constructed or acquired, shall be designated by name as the Safford municipal electric system.
