A. It is unlawful for any transient merchant to engage in such business within the corporate limits of the city without first obtaining a license in compliance with the provisions of this chapter.

B. The provisions of this chapter shall not apply to the producers of agricultural products as defined in Sections 3-561 through 3-563, Arizona Revised Statutes, or to any member of the family or agents or persons in the service of the producer when the agricultural products are sold or disposed of on behalf of and for the benefit of the producer, or to any nonprofit organization which is qualified as tax exempt by the state of Arizona, or the Internal Revenue Service.
